The negotiation process, which began on August 1 in the framework of the negotiations of the seventh period of the public collective agreement between civil servants and retired civil servants, ended before an agreement could be reached between the authorized union of civil servants Memur-Sen and government.

Memur-Sen, which is the authorized confederation at the collective bargaining table, requested an increase of 35% in the first 3 months, 10% in the second 3 months, 15% in the third 3 months and 10% in the quarters 3 months. including welfare participation, for 2024 quarterly periods. By 2025, the Confederation required a 25 percent increase in the first six months and a 15 percent increase in the second six months, including the welfare portion, to six month periods.

On the other hand, in its first offer on August 14, the Public Employers Committee offered 14 percent in the first semester of 2024, 9 percent in the second semester, 6 percent in the first semester of 2025 and 5 in the second semester, and on August 17 he presented his offer, which was revised to 15 percent in the first semester of 2024, 10 percent in the second semester, 6 percent in the first semester of 2025 and 5 percent. cent in the second. six months.

After the proposals, an agreement could not be reached between the official and the business representatives. With the expiration of the collective agreement, the Arbitration Committee of Public Servants intervened.
