In the statement, it was emphasized that the agreement, which is expected to become a final agreement and a temporary constitutional arrangement in a few weeks, is open to objection and participation by other parties. The framework agreement was described as “the beginning of the formation of a civil authority that will govern the transition period and lead the country to free and fair elections.”

The communiqué indicated that the framework agreement between the military and civilians will be signed on December 5 and then, with the broad participation of the revolutionary forces, the culmination of the elaboration of some issues, and the transitional constitution and institutions of the new interim administration will be formed within a few weeks.

On the other hand, according to the Central Council of the Freedom and Change Forces (ÖDG) of the former ruling coalition, the Revolutionary Front, the Democratic Union Party and the People’s Congress Party were also present at the meeting between the military forces. and civilians, as well as the ÖDG. .

FAILED STABILITY

The Sudanese army seized the civilian government on October 25, 2021 over threats to security and survival, declared a state of emergency, and arrested dozens of politicians, including the prime minister.

The Sudanese Lawyers Union had released the “2022 draft transitional constitution” on September 10, which includes “the form of the state, the constitution and the rule of law, fundamental rights and freedoms, the system of government federal, the institutions and duties of the transitory period”.

The tripartite mechanism, made up of the UN, AfB and IGAD, announced on November 10 that a “basic agreement” had been reached between the military and civilians to resolve the crisis in Sudan.

The tripartite mechanism and the quadruple mechanism consisting of the US, UK, Saudi Arabia and the United Arab Emirates are based on this draft on the military-civilian solution.

Sudan’s former civilian ruling coalition ÖDG-Central Council and the military; He had held lengthy discussions under the auspices of a committee that included the United States, the United Kingdom, the United Arab Emirates and Saudi Arabia, as well as the UN special mission in Sudan.

The ÖDG announced that it had reached a “framework agreement” with the army leadership, based on the agreement reached by the parties on the draft constitutional document in early November, with the army that has ruled the country since the military intervention on 25 October 2021. .

The military wants to stay in power until a civilian government is formed, representing all factions and agreed to by political groups. Elections are scheduled for July 2023 in Sudan. (AA)
