Starting today, the advertising ban imposed by the Ministry of Commerce on sales of real estate and second-hand cars has begun to prevent speculative price formation through false advertisements.
With the notification published in the Official Gazette on August 31, changes were made to the regulations relating to the real estate trade and the trade in second-hand motor vehicles; A two-month transition period was also granted.
These changes were aimed at preventing ads from being placed on fake accounts by hiding their identity on advertising sites.
Consequently, as of November 1, advertising of real estate or vehicles that do not belong to the person, their spouse, their first or second degree blood relatives, or that are not authorized by their owner will be prohibited.

RESPONSIBILITY TO ADVERTISING SITES
According to the regulation, advertising sites are required to verify that they are authorized to advertise the second-hand vehicle or property before joining or publishing the advertisement.
Therefore, its goal is to prevent false advertisements that may cause consumer complaints, prevent speculative price increases, and prevent information contamination on advertising sites. According to the regulations, administrative fines of between 10,000 and 100,000 lira will be imposed on those who violate the legislation for each violation.
IDENTITY VERIFICATION WITH E-GOVERNMENT IS REQUIRED
Aydın Erkoç, president of the Federation of Motor Vehicle Dealers, told the AA correspondent that with the regulation, e-government identity verification will be required for sales of real estate and vehicles made through advertising sites. Erkoç said: “Before the advertisement is published, it will be verified that the second-hand motor vehicle or the property that is the subject of the advertisement is authorized to be advertised.” saying.
Noting that the second-hand vehicle sector is one of the areas where unregistered activities occur most intensely, Erkoç stated that, like MASFED, they express this problem at every opportunity.
Erkoç stated that they offered solutions both to register the sector and to prevent unfair competition and said:
“When our Trade Minister Ömer Bolat took office, he held a large-scale meeting and we shared the problems experienced in the sector and conveyed them to him. A total of approximately 9 million vehicles, both second-hand and new, are sold annually in Turkey. Today, 1/5 of sales are made by dealers, actual users and authorized motor vehicle dealers, while 4/5 of sales are made by small business owners. Thanks to this regulation, although fraud with false advertising will be avoided, people who engage in unregistered trade taking this work as a secondary profession and who cause exorbitant increases by unfairly increasing the market will also be eliminated from the market. Therefore, grievances will disappear. “Imposing penalties of up to 100,000 lira on those who violate the application will also be a deterrent.”

Hacı Ali Taylan, President of the Federation of Real Estate Consultants of Turkey, stated that a regulation has been drawn up that gives responsibilities to advertising portals from November 1 and said: “The Dear Minister has issued a new regulation, grants great importance to this issue. To eliminate these crazy prices and false advertisements, no one will be able to publish real estate advertisements without identity verification and authorization. We also support it and we convey it to the Minister.” said.
Taylan highlighted that it is important that advertising portals are prepared for the transition to this system:
“Advertising portals must adapt their infrastructures accordingly. If they don’t pass, there is a big penalty. A fine of up to 100 thousand lira is applied for each advertisement. There are thousands of ads like this. With this regulation we will see order arrive in the sector, foam prices will improve and real estate prices will begin to fall a little. Fake ads cannot appear after this time. “In addition, the difference between the advertisement price and the title price will also be controlled.”
Taylan added that they have security concerns because identity information will be available on real estate portals, so they recommend that the information in question be kept on an interface owned by the Ministry. (AA)
