Change in the notification of energy performance contracts in the public sector
The Communiqué of the Ministry of Energy and Natural Resources on the Modification of the Communiqué on the Implementation of Energy Performance Contracts in the Public Sector was published in the Official Gazette and entered into force.
Consequently, the phrase “2 million” in the corresponding article of the communiqué was changed to “1 million”, and with the amendment, the expression that energy efficiency measures with a simple payback period of less than 2 years will not be would be considered within the scope of the energy performance contract was changed to “1” year.
The cost of the investment to be made within the scope of the statement on the implementation of energy performance contracts in the public sector has been reduced from 2 million lira to 1 million lira.
In addition, the guarantee of savings to be given in buildings with the new regulations will not be less than 10 percent of the total annual energy consumption of the scope of application.
NOT LESS THAN 20 PERCENT
If the project is located in a certain part of the building or in an area of final energy consumption, the savings guarantee to be granted as a precautionary measure will not be less than 20 percent for each energy efficiency measure to be implemented.
The unit prices of energy determined in the specifications will be used in the calculation of the price to be paid for the amount of annual savings verified in the savings verification report.
In this context, the relevant administration may determine the annual inflation rate for energy unit prices in the specification, provided that it does not exceed the annual average price increase rate of the last 15 years in the Consumer Price Index of Turkish Statistics. Institute. (AA)
