Secret tender for half a billion dollars with a special invitation from the Ministry of Environment and Urbanization

The Ministry of Environment, Urbanization and Climate Change will hold consecutive tenders for approximately 270 thousand permanent houses after the Kahramanmaraş earthquakes. The approximate cost of these tenders, which will be carried out by the Ministry, will exceed 350,000 million liras.
Experts call for these tenders to be conducted in an “open” method that allows for competition, not secretly with a special invitation, as is customary in the AKP government.

However, so far no statement has been received from the ministry that these tenders will be held in an open manner. On the contrary, it turned out that the Ministry of Environment, Urbanization and Climate Change completed a tender worth five hundred million lira just before the earthquake and signed a contract 3 days after the earthquake.

It has been understood that the tender named “Agricultural Land Prevention Structures and Irrigation Works of Mersin Anamur Alaköprü Settlement Campus”, which was registered in the records of the Public Procurement Authority, was held on January 12, 2023.

The Ministry, which preferred the 21b negotiation method instead of the “open” method regulated by the Public Procurement Law as the main procedure, picked up the tender without making an announcement, that is, without announcing it to anyone.

THERE WAS NO COMPETITION, THERE WAS PUBLIC DAMAGE

6 offers were submitted for the bidding, with an approximate cost of 486 million 300 thousand TL. Özcoşkun Yapı, which was specifically invited to the tender by the Ministry of Environment and Urbanization, awarded 485 million 990 619 TL to the Maki İnşaat joint venture. In the tender, where there was no competitive environment due to the “special invitation”, a much higher discount could be made due to the competition of more companies in the open method, but there was not even a 1% discount.

BOTH FROM THE SAME COMPANY OF THE BOSS

When examining the records of the commercial company that won the tender, the first thing that stands out is that both companies have the same address and are owned by the same people, the owners of both companies are registered as Mehmet and Mahmut Özcoşkun and others. .

Mahmut Özcoşkun’s name was mentioned in the Şarampol operation, which revealed the bribe wheel returned by the General Directorate of Roads.
During the investigation, 46 people were arrested. 25 of the detained suspects were arrested. Mahmut Özcoşkun was also on trial at the time.
