The tender was awarded to YSE, among the invitees, for 573 million 170 thousand TL.

PREFERRED NEGOTIABLE METHOD

The big tender was made with the 21b negotiation procedure due to the flood, so it was done by inviting the desired companies before making the announcement. This method aims to eliminate complaints from citizens due to disasters such as earthquakes and floods in a short time. The bidding period, which is determined at 40 days in the open method, is reduced to 25 days in the negotiated method.

Experts highlight that the time gained between the open method and the trading method is only a few weeks, and it is striking that the tender in Sinop was held approximately 6 months after the flood and the 380 days given for the completion of the work. .

Two and a half years ago, a big flood occurred in Sinop Türkeli in August 2021, but bridges connecting 15 villages to the city were not built, but temporary bridges. Another flood occurred in Turkeli 7 months ago, in June 2022, and these temporary bridges were also closed.
