TCDD tendered the signaling and telecommunications works of the line section between Eskişehir-Kütahya-Balıkesir in 2011 for 88 million euros to be completed in 1080 days. The firm that received the offer was unable to complete the work within the deadline and requested an extension. A full 7-year extension was received for work to be completed in 3 years. The Court of Accounts requested that no additional time be given for work that could not be completed for 10 years.

In the TCDD audit report of the Court of Accounts, it was stated that the telecommunications and signaling construction work of the Eskişehir-Alayunt-Kütahya-Balıkesir line section, which was tendered in 2011, has not been completed for 10 years. A total of 2,617 days were extended for the work, which was tendered for 88 million 872 thousand euros and lasted 1080 days. It was noted that the work was not finished at the time the report was prepared, and the following caveat was given:

“The temporary acceptance of said project could not be carried out due to the problems experienced. The provisional acceptance date is constantly postponed due to the impossibility of solving the problems. In the preparation of the bidding process, it is recommended to prepare detailed technical specifications, clearly determine the needs and complete the works in accordance with the provisions of the legal legislation and the contract, instead of giving continuous extensions.
