It turned out that the AKP government, which sold Büyük Ankara, Stad, Bursa Çelik Palas, İstanbul Tarabya, Maçka and İzmir Efes Hotel through privatization, held a tender to build a tourist facility with the public budget.
During its 20-year rule, the AKP government sold public land, factories, accommodation, social facilities and hotels through privatization auctions. In the last 2 years alone, the AKP government, which sold TL 7.609 million at real estate auctions, rolled up its sleeves to build a toilet with the help of the state.
The grand hammam project to be built in Ankara Kızılcahamam was tendered in secret without announcing it to anyone.
SPECIAL INVITATION TO CONTRACTORS
It was understood that the tender for the project, the approximate cost of which was estimated at 241 million 192 thousand 136 lira and was called “Bathroom Building Construction Works in Kızılcahamam District of Ankara Province”, was held on 23 September 2022. The tender, in which 4 privately invited companies participated, was awarded to Ottotek İnşaat for 240 million lira before the announcement was made.
The tender contract, which was concluded at the speed of a jet, was signed on October 17. According to the contract, the construction of the bath, which began on October 26, will be completed on April 27, 2024.
HIDDEN LIKE A SECRET
The tender was carried out using the 21-b Negotiation method, which became a means of awarding the bid requested by the AKP government to the company of its choice, instead of the “Open” method, which the Law on Public Procurement provided as the main procedure, allowing competition. In this way, no details of the project were shared with the public in the tender, which was carried out without publishing the tender notice, that is, without informing anyone.

AKP PRESIDENT ANNOUNCED: VIP BATHROOM
After the bidding was done and the process was completed, AKP Mayor of Kızılcahamam Süleyman Acar recently shared information about the project.
Acar said, “Here is the name of our paradise district, which we have been eagerly waiting to publish for months and have been working on for more than 2 years; OUR KIZILCA’HAMAM PROJECT. I would like to thank our Minister of Environment, Urbanization and Climate Change Murat Kurum and his team and employees of the Municipality for the preparation of the project and provided the following information about the project, which he announced:
-The bathrooms illuminated by daylight,
– Indoor and outdoor parking,
-28 functional private family bathrooms,
-14 stores,
-Private bridal and VIP bathrooms,
-Thermal pools,
-SPA section and many more functional areas
