The Russian variant of the US FBI also launched a criminal investigation today. Blowing up the dam would be an act of terrorism, Bosman says. “But no matter how you look at it, we don’t know.”
An investigation into what happened could potentially take years. Both sides continue shelling the affected area. “Until then, we can only speculate who would be most interested in this,” Bosman says.

The international media are increasingly pointing to Russia as the culprit. For example, the BBC quotes a NATO source specifically pointing to the Russians. And it is also clear to Prime Minister Rutte that the Russians are behind it. The question is whether a meeting of the United Nations Security Council may not have a negative outcome for Russia.

But just to show their own people that Russia is playing tricks,’ says Bosman. “By going to the UN Security Council, the Russians are, as it were, saying to their own people: We are being wronged, we are conducting an investigation.”
