Cybersecurity attack from the EU
The EU Commission has announced the Cyber Solidarity Law proposal that it has prepared against the increasing number of cybersecurity threats recently.
Consequently, the European Cyber Shield will be established for the rapid identification of major cyber-attacks and an effective response to them. The European Cyber Shield will consist of an infrastructure that connects the security operations centers spread across the EU countries. This structure will include national and cross-border operations centers of all EU member states for cyber threats.
The European Security Shield will enable the identification of cyber threats and the warning of attacks using artificial intelligence and advanced data analytics. Thus, authorized units will be able to respond to cyberattacks jointly and more effectively.
The cybersecurity centers to be established in this context will be activated in early 2024.
An emergency mechanism against cyberattacks will also be established. This mechanism will increase the level of preparedness against cyberattacks of institutions in critical sectors such as health, transport and energy.
A new EU Cybersecurity Reserve will also be developed. Those in this reserve will stand ready for rapid response to large-scale cyberattacks, at the request of member states or EU institutions.
A cybersecurity incident assessment mechanism will also be developed. This mechanism will assess the situation after major cyber attacks and make recommendations on further measures to be taken against cyber threats.
For new measures against cyber threats, €1.1 billion will be provided, mostly from the EU budget.
The approval of the European Parliament (EP) and member states is required for the proposal to enter into force. (AA)
