Noting that the plan, agreed in principle by the heads of state, has been accepted by 27 EU member states, Borrell said the proposal on the plan was submitted in September, and intensive diplomatic traffic has been going on since then.

Borrell stated that the agreement will allow people to move freely between Kosovo and Serbia using their own identities or license plates, while facilitating trade relations and investments.

Stating that the agreement will bring “more security, certainty and predictability” for those living in Kosovo, Borrell said: “The agreement can also serve as a foundation and will be a much-needed trust to overcome the legacy of the past.” he said.

Borrell emphasized that it is a positive development that both parties agreed to refrain from any action that could lead to a re-escalation of tensions on the ground, outside of EU coordination.

The EU High Representative announced that the leaders will meet again in the middle of next month.

Serbia considers Kosovo, which unilaterally declared its independence in 2008, as its territory.

Serbia and Kosovo, which clash periodically, are trying to find a common path for the normalization of relations and eventually for the two countries to get to know each other, within the framework of the Belgrade-Pristina Dialogue Process started in 2011 under the mediation of the EU . (AA)
