The discussion on castration punishment for child sexual abuse in Kyrgyzstan
In the Kyrgyz Parliament, the bill that contemplates the castration of the person who commits the crime of sexual assault against children and minors was accepted.
In the Constitutional Legislation, Structure of the State, Judicial and Legal Affairs of the Parliament, and the Internal Regulation Committee of the Parliament, the bill that provides for reforms in the Criminal Code, the Code of Criminal Procedure and the Code of Criminal Enforcement to increase the penalties for “sexual assaults” against children and minors. The draft law prepared and presented by the deputy Ulan Bakasov was accepted in the said parliamentary committee.
Noting that the country’s judicial system has a tendency to reduce penalties, Bakasov said that the bill provides for aggravated penalties for the prevention of sexual abuse of children and minors. Bakasov suggested that the sentence imposed on those convicted of sexual abuse (rape) of children and minors should be increased to 20 years or that a life sentence should be imposed, and that he should be castrated 6 months before releasing the offender if he was under the control of the psychiatrists and had a tendency towards pedophilia.
If the proposal is approved after being discussed in the General Assembly of the Assembly, it will become law. (AA)
