In the spring memorandum, the government writes that there are major budgetary setbacks due to “drastic events of the past year”. Here he refers to the measures taken to mitigate the effect of high energy prices. The support that the government gives to Ukraine in the fight against Russia is also invaluable. “Increased inflow of asylum seekers also leads to higher costs, and rising interest rate leads to higher spending on the national debt.”

The extra costs are covered, among other things, through unexpected benefits, such as a lower than expected student inflow and a lower pension expenditure. There is also money available that has been budgeted for, but not yet spent; the so-called ‘exhaustion’. “Furthermore, the government had to adopt a number of structural measures to arrive at a balanced package, such as ending the STAP budget and adjusting the personal budget.”
