The coalition government formed by the Social Democratic Party (SPD), the Green Party and the Free Democratic Party (FDP) was attempting to prepare the federal budgets for 2023 and 2024 in accordance with the Constitution following the court’s decision.

Although the German federal government increased its debt by 60 billion euros due to the emergency situation during the Covid-19 epidemic, the loan in question was not necessary to deal with Covid-19 and its consequences.

The German coalition government wanted to use the loan in question for the country’s Climate and Transformation Fund.
