According to the audit report of the Court of Auditors on the 2022 accounts of the Social Security Institution (SGK), between 2016 and 2022, the number of execution files amounted to 6 million 255 thousand 482 and the amount of accounts receivable reached 112 billion 413 million 996 thousand 782 liras. SGK was able to collect 38.33 percent of these execution files, that is, 43 billion 93 million 821 thousand 221 lira. According to data from the Ministry of Justice on enforcement and bankruptcy offices, the number of files in enforcement and bankruptcy offices in 2022 amounted to 33 million 275 thousand 632, including those transferred from previous years.

782 THOUSAND VEHICLES SEIZED

In 7 years, SGK was only able to initiate foreclosure proceedings on 758,168 properties and 450,406 properties, and was only able to sell 12,264 properties and 1,449 properties. Regarding the low number of foreclosures and sales, the Court of Auditors stated that “although the enforcement agents apply the embargo on the debtor’s movable and immovable property to guarantee the institution’s credits, the dispersed structure of the execution units in sales and lack of professional fulfillment sales units are among the reasons for low fulfillment collection rates.” It is considered a factor. Furthermore, it appears that a law enforcement unit has been established in Istanbul that carries out this process effectively. “Although there are problems that will cause the collection rates of receivables transferred to execution to be low, legal and administrative measures must be taken to increase the collection of corporate receivables,” he said.

The Court of Auditors also announced the number of vehicles in respect of which SGK initiated seizure proceedings. According to the Court of Accounts report, SGK initiated seizure procedures for 781,956 vehicles.
