The Court of Auditors’ report stated that “It has been determined that the documentary evidence required for expenses has not been included in the premium incentive payments made within the funds allocated to the Ministry’s budget to be transferred to the SSI.” Assistance is paid under SSI premium incentives to those who employ disabled workers, those who receive state poverty assistance, or those who begin life as young entrepreneurs. To support employers, SSI premium discounts of 5 and 6 points are provided. When receiving support, the employer must demonstrate with documentation that it employs people with disabilities or poverty assistance, and that those who benefit from the incentives are young entrepreneurs. However, the Court of Auditors was unable to access this data. By determining that in 2022 alone 45,811 million liras of resources were transferred to many companies under the name of bonus incentives, the Court of Auditors reported that 80.7 million liras of these incentives were cancelled. The Court of Auditors warned that “given the high amounts of the incentives requested and cancelled, the payment of the incentives in question based on documentary evidence becomes even more important, which is why it cannot be left to the discretion of the administrations.”

The collection of fines is not controlled
