With the modification introduced in the parking regulations, the parking requirement in buildings undergoing urban transformation has been softened. According to the new regulation, contractors who demolish the apartment building and build a new building will be able to obtain a license without parking under the building or in its garden, as long as they pay the parking fee to the municipality. To do this, it will suffice for the corresponding town hall to make a decision in this regard. It is thought that almost all the municipalities will make this decision, since the regulation will bring money and votes to the municipalities before the election.
The app is expected to speed up the urban transformation facing the parking problem, especially in big cities like Istanbul, Ankara, Izmir, Antalya and Adana. In accordance with the modification made in the Regulation of Planned Areas, 30 percent of the offices and offices can be converted into residences until July 1, 2024 in buildings that have a building permit or building occupation permit for offices. or offices before July 1, 2023. Municipalities can increase this rate by up to 50 percent. In this way, it is intended that approximately 25,000 offices throughout the country, of which 9,375 are in Istanbul, will be converted into new residences and sold or rented.
Contractor ‘closing’ rent
Fearing that it would weaken the resistance of buildings, the decision to ban interior exits in buildings with workplaces on the ground floor, taken on July 1, 2023, was lifted within a month with the new regulation. The closed exit authorization granted to buildings up to the ground floor + 4 floors in buildings without workplaces is extended to ground + 7 floors. The ‘exterior’, which allows buildings to grow rapidly after entry, allows larger and more expensive apartments to be built on the upper floors, thus increasing the contractor’s profit.
