Kamu-Sen also announced their collective bargaining demands

Kamu-Sen announced the proposal for the Seventh Period Public Collective Agreement, which will determine the salary increases, social and personal rights of civil servants and retirees in 2024 and 2025, before the negotiations that will begin on August 1.

In his statement on the contract, Kamu-Sen Chairman Önder Kahveci said: “We will sit at the collective bargaining table with 403 demands, which we have addressed in 5 sections, 40 topics and 30 subheadings, mainly on the personnel regime and financial and social rights.”

Stating that no inflation targets were met in 2012-2022, Kahveci asserted that the targets are unlikely to be met between 2023-2025, and that civil servants and retirees should not be condemned to the vortex of inflation-indexed wage increases.

Kahveci listed Kamu-Sen’s demands as follows:

* 40 percent for the first six months of 2024; We demand a social participation of 30 percent for the second semester and an additional 10 percent to the increase given from January.

* By 2025, we call for a 20 percent raise each in January and July, and a 10 percent shareholding on top of the raise to be made in January.

* We want the inflation difference to be paid from the month in which the CPI exceeds the proportional increase in wages.

*Our basic financial demands; It can be summarized in a cumulative increase of 100.2% for the entire year 2024, including social participation, and an increase of 58.4% in all salaries, including social participation, for the entire year 2025.

* By changing the additional supplementary payment system, adding the increase of 8 thousand 77 TL to the base salaries of civil servants; We want it to be taken into account in the calculation of pensions and retirement bonuses and that it be reflected in the same way in current pensions.

* We say: “A regulation of additional indicators is needed that covers all civil servants who have reached the 1st degree in accordance with the promises made and that meets all expectations.

* Like Turkey Kamu-Sen, we say that “all public employees who do not benefit from housing and live in rent should receive 7,850 lira of monthly rent assistance, and the house problem of our civil servants will cease to be a nightmare.”

* Increase all social assistance and payments, especially the family allowance and child allowance, in addition to the rental allowance; We demand the payment of clothing, rent, marriage, transportation, birth, death and educational assistance to all public officials, and the real implementation of the principle of the social state.

* Considering the total annual amount of the average salary of public officials, we say: “That the income tax rate be regulated and the income tax rate of employees be set at 15 percent.”

* We want all civil servants to be paid a “Vacation Bonus” twice a year before religious holidays.

* We demand that all items that make up the public servant’s salary and all payments such as additional pay, revolving fund, additional lessons, overtime, bonuses be included in the pension deduction and that grievances experienced by retired public servants be eliminated.

* Transfer the personnel from the Auxiliary Services class to the General Administrative Services class for a single time; We demand that public servants who work in the Class of General Administrative Services and Auxiliary Services be granted cadres that can be promoted according to their educational level.

* We want the practice of oral exams to be suppressed, which is open to all kinds of abuses in promotions and first appointments, and that said appointments be made through written exams so that they are carried out objectively.

* We say: “Eliminating unfair special service compensation, equalizing special service compensation rates on the basis of title, and increasing rates for all public servants will contribute to peace at work.”

* We say that compulsory rotation should be ended and special practices such as hardship allowance and disaster compensation should be introduced for staff working in regions with priority development and in regions where natural disasters are experienced.

* We oppose overtime pay in a way that violates even human rights, and we want overtime pay to be increased by no less than the hourly wage the employee receives for normal work.

* We say: “Additional lessons and shift fees should be increased.”

* We will also bring many requests to the collective bargaining table, such as increasing pensions and providing social assistance to retirees, such as family allowance and child benefit.
