AKP does not prefer open method that allows competition in earthquake tenders
The AKP organizes numerous consecutive auctions of 270,000 permanent residences every day, just before the elections. Bids worth about 400 billion lira, which is close to all of Turkey’s public procurement, including goods, services and construction works, are awarded by special invitation to contractors selected one by one by the AKP, without prior notice.
Here are the offers of 2.3 billion lira for 1,208 completed houses in KahramanmaraÅŸ and Gaziantep, which were recently registered with the Public Procurement Authority:

The company of Bedrettin Binbay, the former AKP deputy candidate, won the tender in KahramanmaraÅŸ.
TENDER IN GÖKSUN GOES TO FORMER PARLIAMENTARY CANDIDATE
In the tender in Kahramanmaraş, another 1 billion lira tender was awarded to Binbay Yapı, the company of Bedrettin Binbay, who was a candidate for AKP parliamentary candidate in 2018. Binbay Yapı will build 605 residences in Göksun district.
Prior to this tender, Bedrettin Binbay received billions in tenders for earthquake housing in Malatya and Åžanlıurfa this month. The company signed a contract worth 688 million 856 thousand TL with TOKİ for the construction of 570 residences, a shopping center and a mosque in Çorlu, TekirdaÄŸ on January 3. Binbay had previously attracted attention with tenders for the construction of border walls between Iraq and Syria. Binbay’s company, İzbay İnÅŸaat, received 17 separate bids from TOKİ in 9 years spanning the years 2013 and 2021. Binbay Yapı İnÅŸaat Company, another Binbay-owned company, received 14 separate public bids in the past 11 years, spanning the years 2011 and 2021.
THE METHOD THAT ALLOWS COMPETITION IS NOT PREFERRED
With the opportunity provided by the exception article 21-b of the Public Procurement Law, AKP invites the contractors it chooses to the tenders it organizes without making any announcement and without publishing the tender announcement.
The government distributes the work to the contractors it chooses instead of the transparent “Open” method that allows competition as the main procedure of the law. After the bidding, which takes place behind closed doors, is concluded and the contract is signed, it is announced to the public.
