AKP distributes billions on the bidding table with jet speed

The AKP government continues to convert permanent earthquake housing into rent. The bidding table installed in the Ministry of the Environment, Urbanization and Climate is never empty. The government distributes the work to the contractors it chooses instead of the transparent “Open” method that allows competition as the main procedure of the law. End one of the special contractor invitations and start another.

Every day, multi-billion lire tenders are completed for 270 thousand permanent houses, the total cost of which will reach 350-400 billion lira, which AKP announced that it will carry out within a year.

About the same size as all public procurement of goods, services and construction in Turkey for a year, tenders are being completed bit by bit at the speed of a secret plane.

TOKİ, which is affiliated with the Ministry of Environment, Urbanization and Climate Change, invites the contractors it chooses to tenders with a special invitation, without making any announcement and without publishing the tender notice, with the opportunity provided by exception 21 -b article of the Public Procurement Law.

After the bidding, which takes place behind closed doors, is concluded and the contract is signed, it is announced to the public.

Finally, according to the information sent to the Public Procurement Authority, two more tenders were carried out through the same route. A total tender of 2.2 billion lira for 1,262 houses in Gaziantep and Malatya was awarded to specially invited contractors.

FINANCIAL CENTER TAKES BIDS

The tender for the infrastructure supply works of the first, second and fourth stages of the Istanbul Financial Center was also awarded to Yıldızlar İnşaat with a special invitation, behind closed doors, in procedure 21b. Yıldızlar İnşaat, who settled in Diyarbakır in 1968 and carried out public projects before the AKP, received the full value of these two tenders in 2020, reaching TL 1.1 billion.
