Farmers warned about new contract production regulation

Adana Farmers Union President Mutlu Doğru warned about the Planned and Contracted Production Bill being discussed in Turkey’s Grand National Assembly.

Mutlu Doğru said: “The bill proposing an amendment to the Agricultural Law, which has been discussed in the Grand National Assembly of Turkey, the Agriculture and Rural Affairs Commission to regulate Planned and Contracted Production, has been prepared to achieve the same objective and contribute to see the path of our farmers in agricultural production. However, we have some reservations about the correct application of the bill in the planned production.

THE INVENTORY MUST BE CARRIED OUT BY SATELLITE METHOD

Adana Farmers Union President Mutlu Doğru briefly stated:

1- Before starting the planned production, all our plant and animal heritage must be correctly determined throughout the country and an inventory of all products must be carried out in the field and by satellite method.

2- For perennial crops entered in the Farmer Registration System (ÇKS), the breed correction requirement must be submitted.

3- In the ÇKS records and the certificate delivered to the farmer, the presence of animals must be included in addition to plant products.

4- The presence of animals must be determined by making an annual census in the field, not by earring.

5- In planned production, the product pattern must be determined considering the water availability of the regions.

6- In perennial crops, sowings and plantings carried out before the approval of the law must be excepted, taking into account the investment and annual expenses made by our farmer.

“SUPPORT INSTEAD OF PENALTY AND SANCTION”

7- It would be more appropriate to use support mechanisms more actively, and provide different supports depending on the product and the region, instead of punishments and sanctions, for the transition of our farmers to planned production.

8- Taking into account the return of exports and the employment it generates, the negative impact of restrictions on certain products on the economy must also be well calculated.

9- We believe that it would be more appropriate for the transition to planned production to be implemented mainly in strategic products and for it to be extended throughout the country, testing in pilot regions.

10- In the low interest agricultural commercial loans available through Ziraat Bank, if the credit scale of the product that is required to be planted with the transition to planned production is low, it may be difficult for the farmer to pay the current credit risk. For this, additional financial support should be provided during the transition period.

11- When planned production starts, existing machinery and equipment in the farmer’s inventory may be useless and demand for new tools and equipment may arise. Appropriate additional funds must also be provided for these requests.

12- The most important problem to solve in contract production; It is the withdrawal of the buyer or the seller. To avoid this, severe penal clauses must be introduced and applied, with which the Ministry of Agriculture and Forestry will sign a contract by signing the contract through the provincial or district directorates.
