AKP distributes ‘trillions upon trillions’ of permanent housing tenders to contractors it chooses
The AKP government also converted permanent earthquake houses to rent. The multi-billion lira tender is being completed every day at jet speed for 270,000 permanent houses whose total cost will reach 350-400 billion lira, which it announced to be done within a year.
Almost the same size as all public procurement of goods, services and construction in Turkey for a year, the tenders are closed little by little.
Instead of the open method in permanent earthquake housing, AKP uses the 21b negotiation method, which has become a means of awarding the offer it wants to the company it wants in recent years.
TOKİ, which is attached to the Ministry of Environment, Urbanization and Climate Change, invites the contractors of its choice to tenders with a special invitation, without making any announcement, without publishing the tender notice, with the opportunity provided by the article of exception of the Public Procurement Law.
After the bidding, which takes place behind closed doors, is concluded and the contract is signed, it is announced to the public.
Finally, according to the information sent to the Public Procurement Authority, on February 22, 2023, 5 more giant tenders were secretly held. A contract was signed with invited private companies at jet speed in five days.
COST OF A TOKİ HOUSING EXCLUDING LAND 1 MILLION 480 THOUSAND TL
In the 5 tenders announced today, the total contract value of 2,507 houses, 23 shops and 1 mosque reached 3,768 million lira. According to this, the cost of a house built by the state, excluding the price of land, was approximately 1 million 480 million lira.
ACCORDING TO WHAT CRITERIA ARE THE CONTRACTORS SELECTED?
Organized by the tender, TOKİ invited 10 different contractors to the 5 tenders held on February 22. It is not known according to what criteria TOKİ determines the companies it invites to tenders for permanent housing. It is also worth noting that TOKİ distributes some of the tenders to a single contractor, some of them as two and others as triple trading companies.
THERE IS A COMPANY THAT CLOSED THE CRACKS WITH PLASTER
Among the winners of the bids is the Dizmanlar Group, which tried to cover the cracks in its construction with plaster hours after the earthquake on the first day of the earthquake in the Yüreğin district of Adana. After the images surfaced, Dizmanlar confirmed the plastering process and made the following defense: “The crack in the shared image is due to the brittleness of the infill wall material. The solidity of our structure will be determined by the exams carried out by the official institutions”.
