Affects tens of thousands of farmers: Change in agricultural insurance prices
According to the information obtained from the Ministry of Agriculture and Forestry, in the insurances organized within the scope of the Agricultural Insurance Fund (TARSİM) various regulations were made, taking into account the preferences of the producers. In agricultural insurance, the scope of coverage was expanded and the prices of the tariffs were reduced.
Within this framework, a 15 percent discount was made on 87 products in the price of the all-risk rate of the Herbalist Product Insurance, while 23 products were reduced by 10 percent and 24 products by 5 percent. . A 6 percent discount was made on the tariff price of wheat.
At risk of frost, 5 products (fig, chestnut, avocado, golden top, raspberry) with a low premium rate of frost damage were reduced by 20.3%, and 2 products (pistachio, persimmon) were reduced by 10%. Tariff prices were increased by 5 percent for 5 products with a high damage premium rate (table grapes, apples, nectarines, pears, blackberries) and by 10 percent for 1 product (walnuts).
THE DISCOUNT OF THE DOUBLE POLICY INCREASED TO 10 PERCENT
The rate price for coverage of bird damage to sunflowers was increased from 0.05 percent to 0.07 percent. The price of the Village Based Drought Yield (KBKV) insurance rate was increased by 10 percent. The average tariff price increased from 9.16 percent to 10.06 percent.
At KBKV Insurance, the threshold rate of return was set at 80 percent and the state support rate at 60 percent. The double policy discount applied to Herbal Products and KBKV Insurance was increased from 5 percent to 10 percent.
At Tree Insurance, a 5 percent discount on double tree policies was introduced for parcels with tree and produce policies on the same parcel. In cherries and cherries, the collateral onset was changed from the first flowering stage to the white bud stage.
THE RISK OF FROST IS INCLUDED IN SOME PRODUCTS
The risk of frost on artichokes was included in the scope of the insurance as an optional additional cover. In melon and watermelon, the damage due to the risk of frost that will cause replanting during the seedling period has been added to the coverage.
The risk of boar damage in low tunnels is covered by the guarantee with a tariff price of 0.12 percent. Frost hazard damage to tomato, pepper, eggplant, melon and watermelon products grown in low tunnels, which will cause replanting during the seedling period, is included in the coverage.
Kiwi’s coinsurance rate was reduced from 30 percent to 20 percent. The exemption rate for plums was reduced from 20 percent to 15 percent. Apricot’s coinsurance rate has also been reduced from 35 percent to 30 percent.
DISCOUNT FOR USERS OF GEOTHERMAL RESOURCES
Revised Crop Insurance’s No-Claim Gradient Discount Rule. The end of coverage for certified sugar beet seed product has been expanded to “Ends with seed harvest for certified sugar beet seed product.”
Greenhouse insurance cover repair cost increased from 250 lira to 1,000 lira. A 5 percent discount on the total policy premium was initiated on greenhouses found to be using geothermal resources.
In Livestock Life Insurance, the rate price was reduced by 6 percent for dairy cattle and 5 percent for beef cattle. Spawning cost increased from 15 to 20 percent.
The “terror, strike, lockout, riots, popular movements” guarantee was included as an optional additional guarantee in the restricted scope rate. The exemption rate, which was 5 percent, was also eliminated from said guarantee.
A 5 percent discount has been applied to livestock breeding enterprises that produce active biogas energy from a renewable energy source and are determined to use it according to the risk analysis result.
THE DISCOUNT FOR WOMEN FARMERS INCREASED TO 10 PERCENT
In the Sheep Livestock Life Insurance, the coinsurance rate was reduced from 30 percent to 20 percent for damages such as additional illnesses, falls off a cliff, and wolf bites.
A 10 percent discount was made on the prices of the comprehensive rate of the Poultry Life Insurance. The coinsurance, which was 20 percent in the scope of said insurance, was reduced to 10 percent.
A 10% discount was made in the prices of the Fishing Life Insurance rate. Terrorism, strikes, lockouts, riots and civil commotions are included as optional additional coverages in the Sheep Livestock, Poultry Life and Fish Life insurance.
The discount for women farmers in all branches was increased from 5 to 10 percent. In the young farmer discount, the age limit for the young farmer was increased from 30 to 40 years. A 5 percent discount was introduced for martyrs and relatives of veterans.
INCOME PROTECTION INSURANCE
TARSİM, which initiated the Income Protection Insurance Project to protect the producer from the increasing fluctuations in world food prices, is preparing to disseminate the pilot project implemented in Cihanbeyli, Karatay and Kadınhanı districts of Konya and then Konya across the country in 2021.
Income Protection Insurance is known as the most advanced agricultural insurance product that protects producers against yield and price decline risks. TARSİM guarantees 70 percent of the farmer’s income, which is calculated on the average of the yields obtained in recent years from the insured area and the forecast price of wheat at the time of harvest.
If the income earned by the producer at the time of harvest is less than the covered income, the difference is paid to the insured as compensation. The insurance will be extended throughout Turkey in the 2023-2024 production season.
NEW GOVERNMENT SUPPORT BONDS
For this year, the amount of premium support to be provided by the government in TARSİM has been determined in terms of products, risks, regions and trade scales.
50 percent of the insurance premium (67 percent on frost cover), 60 percent of Village-Based Drought Yield Insurance and Income Protection Insurance, which must be paid by growers insuring their produce farms, greenhouses, livestock and small livestock, birds, aquatic products and bee hives will be borne by the State.
