The new darling of public tenders: a special billion-dollar invite from Adana to Rize
In the billion-dollar tenders, special invitations to AKP-chosen contractors were sped up with the election process.
Finally, another large tender was made through a special invitation to Turgut Müteahhitlik, the company of İbrahim Turgut, known for its closeness to the president and leader of the AKP, Erdoğan.
It turned out that the urban transformation tender in Adana was carried out with the 21b negotiation method, in which AKP made it a means to award the tender to the company it wanted, instead of the open method that allowed for competition.
It has been understood that the tender, which today entered the records of the Public Procurement Authority, was held on November 30, 2022. 5 companies were invited to the tender held in Ankara, with an approximate cost of 1 billion 420 million 899 thousand TL. As a result, the tender was awarded to Turgut Müteahhitlik, who made a very small discount, for TL 1 billion 417 million.
IT WAS GIVEN IMMEDIATELY FOR 2 AND A HALF YEARS
The bidding contract, whose full name is Adana Yuregir Şehit Erkut Akbay Mahallesi Urban Transformation Construction Work, was signed on December 28, 2022. Consequently, the work, which started on January 6, will end on March 15, 2025.
In the tender document, emphasis was placed on the urgency of the reason for choosing the negotiation method.
SECOND BILLION AUCTION IN THE SAME MONTH
Emlak Konut announced in a statement to the Public Disclosure Platform that on December 22, 2022, the 988 million 100 thousand TL urban transformation tender in Istanbul Tozkoparan was awarded to Turgut Contracting and the site was delivered. Emlak Konut announced in October that it had delivered the first stage of Beykoz Tokatköy to Turgut Contracting.
