When will the minimum wage be determined and how much will it be?
While the new salary was expected to be announced after the third meeting of the Minimum Wage Determination Commission, Türk-İş President Ergün Atalay said, “We conveyed our proposal to the minister and the commission. Our official offer is 9 thousand TL,” he said.
Announcing that they won’t be on the table if the new minimum wage falls below this figure, Atalay said: “If they do, we’ll sign, if they don’t, we won’t be in business.”
Vedat Bilgin, Minister of Labor and Social Security, said: “Negotiations for the minimum wage are continuing. Unfortunately, there was no result yesterday,” he said.
Regarding when the fourth minimum wage meeting will take place, Bilgin said: “The date is not determined yet, negotiations are ongoing.”
WHEN WILL THE MINIMUM WAGE BE DEFINED?
AKP President and Chairman Recep Tayyip Erdoğan spoke at his party’s group meeting. “I spoke with my minister, I hope that tomorrow we will announce the minimum wage and put it in place,” he said.
After the group meeting, in the halls of Parliament, a journalist asked: “Is the minimum wage 9 thousand TL?” Responding to the question, Erdogan said:
– I can sit down and talk to my minister and the president of the employers’ union. We will do our evaluation, hopefully we will take a good step and come to a conclusion.
– We are not in a position to take a step with everything that everyone says, because we carry saddlebags on our backs, those who do not carry saddlebags on their backs can speak calmly, it is a saddlebag that carries 85 million people on their backs .
– We will think of everyone, from education to health, from justice to security, from infrastructure and superstructure problems, these can be solved with something, right?
HOW MUCH WILL THE MINIMUM FEE BE?
Although Türk-İş General Secretary Pevrul Kavlak, who represented the worker in the commission, attended the meeting yesterday, it should be noted that Türk-İş President Ergün Atalay made a statement at the end of the meeting; Atalay said that his official offer was 9,000 TL and that they would not sign a figure below this offer.
So is it possible for the employer to accept 9 thousand TL? What would be the government’s approach to a minimum wage table where there was no pool of workers before the election, even if it was less, would the employer be given new support?
Kocaeli University Department of Labor Economics and Industrial Relations Professor Prof. Dr. Aziz Çelik shared his predictions in 8 articles.
Stating that while the number was expected to be announced after yesterday’s meeting, Çelik said it had not yet turned out. It is an important point that the president of Türk-İş made the statement, not Kavlak, the head of the workers’ delegation.”
Stating that Türk-İş raised its hand with this move, Çelik said, “With this move, the possibility of the minimum wage being in the range of 8,000-8,500 has disappeared. Türk-İş cannot go below 9 thousand. Neither does the government. It is difficult for employers to say yes to a number of more than 9,000,” he said.
WILL THE MINIMUM WAGE BE 9 THOUSAND TL?
Estimating that Türk-İş is against the minimum wage and that the government and the employer bloc will set a minimum wage of around 8,500, Prof. Dr. Çelik said: “Therefore, Türk-İş can save the situation . However, this option is not acceptable to the government and the president. It’s not very possible,” he said.
Underlining that it is not preferable to determine a minimum wage together with employers, which is opposed by the workers’ wing before the elections, Çelik said: “The government and the president will want to announce a minimum wage that is slightly higher than the amount agreed by the employer and the worker. Therefore, it is not possible to return from here.”
“Besides, it is not possible for the president of Türk-İş to make a move that would put the government in a difficult situation,” Prof. Dr. Steel said: “So what could it be? What will be the 9000+ formula that three parties will say yes to? He responded to the question as follows:
‘BOMBS MAY EXPLODE IN İŞKUR’
“The probability is that the pumpkin will explode in unemployment insurance and İŞKUR. Serious support will be provided to employers with İŞKUR resources.
For example, the minimum wage support will be reduced from 100 lira to 400 or 500 lira and/or additional support will be provided for the SSI premium. This will be uploaded to İŞKUR.
Here is the “win-win” formula with the money of the unemployed!”
‘120 BILLION TL CAN BE USED IN THE UNEMPLOYMENT FUND’
Drawing attention to the sources of the Unemployment Fund to make a minimum wage of 9 thousand TL possible, Çelik continued as follows:
“The 120 billion TL in the Unemployment Fund will be used as support for the pre-election minimum wage. The three sides will save the appearance.
I hope and wish that this does not happen, but at minimum wage, the pumpkin will explode on the head of the Unemployment Insurance Fund.
İŞKUR resources should be paid to the unemployed instead of given to employers in support of the minimum wage.
Only 11 percent of the officially unemployed can receive unemployment benefits. Employers receive many incentives from İŞKUR.”
HOW IS THE MINIMUM WAGE DETERMINED?
The Minimum Wage Determination Commission, consisting of 15 people, each of whom is five representatives of the employee, the employer and the government, determines the minimum wage. The Commission is called to a meeting by the Minister of Labor and Social Security and meets four times in December, by custom, as part of the work to determine the new minimum wage.
The commission, chaired by one of the members determined by the Ministry, meets with the participation of at least 10 members and decides by majority vote. In case of equality of votes, it is accepted that the party with the president obtains the majority.
