New statement from Minister Bilgin on EYT: Number may increase
Vedat Bilgin, Minister of Labor and Social Security, made statements on contract staff, EYT and minimum wage.
Noting that they have completed the job of recruiting public sector contract staff, Bilgin continued as follows:
* Our President announced this play to the public on Monday. With this work, 425,000 people are immediately recruited. Includes teachers, health personnel, religious officials, employees in ministries.
*There was also the request of our president YÖK; There was the issue of moving the research assistants known as 50-D to 33/A. We did all this extensive work. These will now be transferred to the team where they are. But here, as a detail, it is possible to say; They have worked in one place for 3 years, and after completing the 4th year, they will be able to request an appointment.
*Because the state has entered into a contract to keep the staff it needs in certain locations while it brings the 3+1 order, and we believe it will be beneficial to continue.
*This arrangement must continue in many fields, especially in education, in order to meet the demands of our citizens not to interrupt public services.
“WILL BE OPTIONAL”
Emphasizing that it is optional for contract staff to use their right to join staff, Bilgin said, “The staff agreement we have made is one that covers almost 100 percent of contract staff. An arrangement that covers approximately 424 thousand people. To call it ‘it was narrow, it was incomplete’ is to miss the point.” he said.
Stating that the legal arrangements for the recruitment of civil servants continue technically, Bilgin said, “Our technical works will be submitted to Parliament within a process and will be transformed into this legal format with the will of Parliament.” he used the phrase.
“END OF EDITION”
Minister Bilgin noted that the hiring of temporary workers in the public sector has come to an end and gave the following information:
*Yesterday I met separately with the presidents of TÜRK-İŞ and HAK-İŞ. I had previously met with the president of DİSK and the leaders of the relevant unions on this issue. We evaluate your demands.
*Our work is in the final stage, we will share it in the next few days. Around 55,000 temporary workers will be covered, of which 35,000 are in the Ministry of National Education. I don’t care about this topic. During my period in the General Directorate of TCDD, there were about 2 thousand temporary workers in the institution, now their number has decreased to less than a thousand.
*Currently temporary workers. There is no endless temporary work. We need to consolidate his status. Because they do not work year-round, an arrangement is necessary to guarantee their retirement rights.
*The arrangement we make will be within this scope. We are working to recruit the existing temporary workers and we want to discipline the temporary workers in the next period, especially in terms of social security. We want to do a complete study that does not create victimization.
THE NUMBER OF PEOPLE UNDER EYT IS CHANGING
Referring to the work on the retirement age (EYT), Bilgin said that they have come a long way in this regard and will present the work to Parliament in December. Recalling that there are three criteria in the pension system, namely the number of premium days, the year and the age, Bilgin said:
*There are those who fill the other two conditions and wait for age. We looked at how many people could retire today if there were no age requirement. Their number varies from month to month. The June numbers were just over 1.5 million. Tomorrow, this number may be 1.6 million, 1.7 million, or by the end of December, it may be around 2 million, which will be considered when Parliament passes the law, or it may change.
*We are conducting a study that takes them into account. In other words, the number of people who can retire after meeting two conditions is around 1.6 million. It could be a little higher tomorrow. We are making arrangements for them.
*I’m talking about those who could retire if there was no age requirement. If not, I don’t know, there are 40-year-olds. The features of most of them, apart from the number I mentioned, is the lack of premium days and years.
*We do not make any changes to those two conditions. The process continues. We will share the scope of the regulation with the public once our work is complete.
“WE WILL REMOVE THE MANDATORY PENSION CONDITION”
Minister Bilgin, when asked about his reservations regarding the “mandatory retirement” of workers who were designated by Decree Law No. 696 (KHK), said: “With this regulation, we will abolish that mandatory retirement requirement. . You know, the workers who were designated by the Decree-Law said: ‘You have worked so long that you will retire now.’ they are forced to retire. We will remove it. Optionally they will be able to work while they can within the legal limit”. gave the answer.
MINIMUM WAGE EXPLANATION
Bilgin, who also shared information about the process of determining the minimum wage that will apply in the new year, said: “Our workers, the workers of Turkey, make sure that we will not crush them with inflation. Last year we tried to make a regulation that would protect it from the destruction of inflation, giving it a 50 percent increase. It wasn’t enough, we immediately gave it an increase of more than 80 percent arithmetically, 94 percent cumulative, but the destruction of inflation continues. Therefore, we will make an arrangement that takes this into account.” he said he.
Recalling that they will meet tomorrow with TÜRK-İŞ Chairman Ergün Atalay and TİSK Chairman of the Board Özgür Burak Akkol to determine the timetable for minimum wage negotiations, Bilgin stated that the Minimum Wage Determination Commission will meet next week.
WILL MEET HAK-İŞ AND DİSK
Emphasizing that they will discuss the conditions of the process that will begin with the commission meeting with Atalay and Akkol, Atalay announced that he will also meet with HAK-İŞ President Mahmut Arslan and DİSK President Arzu Çerkezoğlu on related issues. with working life, especially the minimum wage.
Recalling that as a Ministry they have carried out a survey on the minimum wage, Bilgin pointed out that in this study they will try to find out the expectations of workers who work in small, medium and large companies, employers, as well as other citizens with respect to the minimum wage. . (AA)
