Have contract staff been recruited, who does this include?
The government, which accelerated the procedures for employees before the elections, has reached the end of the procedures for contract employees who have been waiting for a long time for the workforce. Making remarks after the Cabinet Meeting, Erdoğan spoke about the transition from contracted personnel to staff.
HAS CONTRACTED PERSONNEL BEEN INCORPORATED?
The headlines of Erdogan’s statements are as follows;
* In the last 20 years, our country has come a long way in business life, as in all fields. You can see this fact clearly in all the data, especially unionization rates, wages, and social rights. For example, the highest increases in the minimum wage and the exclusion of minimum wages from income tax were recently implemented. Growing with investment, employment, production and exports, Turkey reached 31.4 million in September, the highest employment figure in its history. The increase in employment had a positive impact on the balance of our social security system.
* In the signed VI Collective Agreement for Public Employees, important decisions were made regarding jobs, as well as salary increases. One of them is the long-awaited increase in the additional indicator of civil servants, which we have already resolved. In today’s cabinet meeting, we discussed the recruitment of public sector contract personnel, the preparation of which was in charge of our Ministry of Labor and Social Security. With this study, we redeterminate the status of contracted personnel taking Article 4/B of the Public Servants Law No. 657 as the main basis and eliminating confusion in the legislation.
CONDITION 3 + 1 YEAR FOR CONTRACTED PERSONNEL
* The condition of having worked in this status for 3 years will be sought for the transition of contracted employees, including local administrations, to the workforce. In addition, there will be a candidate civil service period for 1 year. Therefore, the transition from contract to staff will occur at the end of a 3 plus 1 year term. Those who have already completed 3 years of contracts will be able to immediately switch to the candidate civil service. Those who have not yet completed this period will obtain the same right after 3 years. 227 thousand people, who were excluded from the previous endowment arrangement, will be able to make use of their right to join the endowment directly, since their terms will have expired. According to the new statute, 424,000 of the 520,000 employees hired in the public sector can be recruited voluntarily.
WHO INCLUDES THE CONTRACTED STAFF?
* Contracted military personnel, contracted academic personnel, contracted SOE personnel, contracted artists, contracted parliamentary advisers, contracted health managers and all employees of contracted institutions are excluded from the staff. The rights of personnel who do not want to go from the contracted template to the template will be maintained individually until the expiration of their mandate, their template being automatically terminated.
* Personnel that are transferred to the template will have the right to transfer between institutions after a period of 4 years. Those who are hired from local administrations to cadres may only change places between local administrations. Thus, solving another important problem of public employees, we intend to make their condition as permanent-contracted more fair and sustainable. We will make sure that the legal regulation on this issue is submitted to Parliament as soon as possible and put into practice. We want this important public personnel reform to benefit 424,000 contract employees and their families.
