The Ministry of Commerce has taken successive measures in the last period in the area of combating stockpiling, exorbitant pricing practices and speculative price increases in the automotive sector. The Ministry intensified its inspections as well as the measures it took.
A FINE OF UP TO 300 THOUSAND LIRA WILL BE IMPLEMENTED
The Ministry of Commerce modified the Second-Hand Motor Vehicle Trade Regulations on July 6, restricting the marketing of second-hand vehicles through advertising at a price higher than the current sale price recommended by the manufacturer or distributor, until July 1. January 2024. This application, which will come into effect from tomorrow, will cover individual and commercial advertisements for all natural and legal persons.
According to the regulation, within the scope of this restriction, all natural and legal persons will be warned by “advertising platforms” if they publish advertisements contrary to the regulation. Despite this warning, information about those who place ads in violation of said restriction will be sent to the Ministry by the platform.
In this context, each advertisement contrary to the regulation will be considered as “trade in second-hand motor land vehicles” and an administrative fine of up to 300,000 lire will be applied to those who place the advertisements.
Therefore, to avoid administrative penalties, it is important to determine the price in the vehicle advertisements to be published and published so that it does not exceed the current recommended retail price.
BLOCK OF NOTARIES
On the other hand, the Ministry extended the implementation period of 6 months and 6 thousand kilometers of marketing and sale restrictions until January 1, 2024, and also restricted the sale of vehicles contrary to this regulation.
In this context, the notarial offices began to prohibit the sale of all natural and legal persons who sell at least 3 second-hand land vehicles without a license in 2023, in violation of the 6-month 6,000-kilometer rule, as well as those who sell with a license to sell second-hand motor vehicles.
While the Ministry also identified individual and corporate sellers who sold more than 3 used motor vehicles in 2023 without an authorization certificate, these sellers, numbering 4,800, were asked to defend such sales. Fines against these people may be on the agenda in the future.
The Ministry will continue extensive and intensive inspections on the subject throughout the country.

In June, it was decided to impose an administrative fine of 49 million 44 thousand 600 lira on 10 authorized dealers who demanded a price higher than the list price of the vehicle or forced customers to buy accessories. The second-hand land vehicle trade authorization certificates of 4 dealers, which were subject to administrative fines, were also revoked.
As a result of the inspections carried out against hoarding activities, so far the Unfair Prices Evaluation Board has imposed an administrative fine of 75 million 171 thousand 360 liras.
MINISTER BOLAT WAS WARNED
As soon as Commerce Minister Ömer Bolat took office, he held meetings with representatives of the automotive sector and assured that new measures are being taken on the issue.
Bolat, in his statement, claimed that advertising sites were warned not to put a used price higher than the price of the new vehicle from July 15, and said that they would ensure stability in the market in a few weeks, which they had other instruments in their hands, and they were advancing step by step.
The president of the Federation of Motor Vehicle Dealers (MASFED), Aydın Erkoç, noted that the markets began to relax after regulations and inspections related to the vehicle sales market: “Previously, our citizens could not find a vehicle when they They went to the dealer.
