Geographically, the situation is actually clear: every 15 degrees of longitude, time shifts by one hour. But in fact, what happened again and again was that countries did not participate in this system. Individual states have chosen other deferrals for political reasons—or have been forced to do so.

France was converted to CET under German occupation during World War II. In the People’s Republic of China, whose territory geographically crosses five time zones, the government has decided to use only one time – the time of the capital Beijing. Nepal opted for a quarter-hour delay to distance itself from its big neighbor India. After Russia annexed Crimea in 2014, in violation of international law, clocks there were changed to Moscow time.
