Putin argued that Russia-China cooperation benefits other countries, while the US-led Western alliance forces others to comply with the “norms and rules” it has determined, and said:

“They create an ‘enemy image’ of anyone who is not willing to blindly follow what Western elites say. The West always needs an enemy to be able to justify its tyrannical actions and its policy of expansion with the argument of fighting him. “Countries like Russia and China are the target of this,” he said.
