Measures taken to partially legalize cannabis in Germany

In Germany, the Council of Ministers approved the bill drawn up by the Ministry of Health on the limited legalization of cannabis use.

Health Minister Karl Lauterbach presented the details of the bill called “Controlled Use of Cannabis” at a press conference in Berlin.

Under the bill, cannabis will be removed from the drug list. Adults may have up to 25 grams of cannabis and grow 3 plants for personal consumption.

So-called “cannabis social clubs”, which will have a maximum of 500 members, will be able to grow cannabis and supply cannabis to their members. A member may purchase a maximum of 50 grams of cannabis per month from this association.

Schools, kindergartens, playgrounds and gyms will not be allowed to consume cannabis within a radius of 200 meters. The consumption of cannabis will also be prohibited for those under 18 years of age.

Health Minister Lauterbach said the bill is a turning point for drug policy that has failed in the past, and that it aims to reduce illegal cannabis use and crime rates.

Noting that they presented a plan for the “controlled legalization” of cannabis use with the bill, Lauterbach said: “We want to limit cannabis use and make it safer.” he performed the assessment of it. Stating that they are serious about protecting children and young people, Lauterbach said: “Cannabis use will not be legal for children and young people. Sharing the information that a campaign will also be organized to draw attention to problems related to cannabis use by young people and children, Lauterbach noted that it should be pointed out that cannabis is consumed and that the brain, which grows to the age 25, often suffers permanent damage.
