Guterres announced: The talks will continue
United Nations (UN) Secretary General Guterres spoke at the UN Security Council session on the protection of civilians in conflict.
Noting that the world is failing in its obligations to protect civilians, Guterres noted that these obligations are clearly laid out in international humanitarian law.
“We must never ignore the meaning and purpose of international humanitarian law. International humanitarian law makes the difference between life and death, sobriety and anarchy.” she used the phrase.
