The factions present in the Senate were unanimous in deeming that there can be no discussion of an expedited treatment of the law. They find it inappropriate for Kuipers to lobby the senate, while the cabinet itself took a long time to debate the bill and the House of Representatives only agreed just before the Christmas break.

Kuipers wanted the amendment to the public health law, which gives the cabinet the ability to act in the event of future pandemics, to pass quickly in the senate in view of the possible risks associated with the huge wave of coronavirus in China. But according to the Senate, it also has other means at its disposal for this purpose.
At the beginning of the corona pandemic in spring 2020, the cabinet acted through emergency regulations to stop the spread of the virus. A temporary law was subsequently introduced which formed the foundation of the corona policy, but was not extended after the restrictive measures expired last year.
