How much is the offer to the official for the increase in collective bargaining?
With the negotiation of the collective agreement, the increase in civil servants to be received in 2024 and 2025 will be determined. In the process that began at the beginning of August, the first offer of a salary increase from the government was made recently and Memur-Sen did not consider it adequate. The government’s offer to raise its second offer was still low.
HOW MUCH DOES THE COLLECTIVE BARGAINING OFFER COST?
The government, which presented its first offer as 24.2 percent for 2024 and 11 percent for 2025, delivered its second offer for civil servants as 15+10 percent for 024 and 6+5 percent for 2025.
The proposal provoked a reaction from the unions as it was well below the Central Bank’s forecast of 33 percent for 2024.
WHEN WILL THE ELEVATOR OF THE COLLECTIVE AGREEMENT OFFICER BE DEFINED?
The committee of public entrepreneurs presented the first proposal on August 14.
The government is expected to present the second proposal on August 17 and 22.
If the parties still cannot reach an agreement, an application will be submitted to the Public Officials Arbitration Board starting on August 23. At this stage, the Board will announce the decision of the collective agreement for the increase in officials by the end of the month at the latest.
MEMUR-SEN’S RESPONSE TO THE OFFER
Memur-Sen Chairman Ali Yalçın reacted to the proposed figures in his statement after the meeting.
Yalçın’s words were as follows:
* First of all, I would like to express my astonishment. Although the inflation goal for 2024 of the Central Bank is located at 33 percent, it is not understood that the offers are circulating in numbers of 23 or 25.
* The only optimistic side of the table is that there is a ruling on social rights.
* The social participation agenda should not be ignored at this table.
* There is no talk of social participation. No judgment was issued regarding our application for 1650 TL. Our rental contribution request was not discussed.
* We express that these offers should be reviewed and a suitable offer should be presented to us.
AGREED REQUESTS
On the other hand, Vedat Işıkhan, Minister of Labor and Social Security, who spoke at today’s meeting, listed some of the points that were agreed.
Accordingly, the pilgrimage permit of officials, priority in TOKİ residences, and comfort in public accommodation for disabled officials will be consulted.
In addition, studies will be carried out to deliver 3,600 additional indicators to all public servants who reach the 1st grade. For disciplinary sanctions, amnesty will be provided under certain conditions.
OFFICER-SEN REQUESTS
Memur-Sen, which is the authorized confederation at the collective bargaining table, had requested an increase of 35% in the first 3 months, 10% in the second 3 months, 15% in the third 3 months and 10% in the fourth 3 months, including social participation, for the quarterly periods of 2024.
By 2025, the Confederation required a 25 percent increase in the first 6 months and a 15 percent increase in the second 6 months, including social participation, for six-month periods.
