A new record in the number of civil servants: it doubled during the AKP government
Should the bill submitted to Turkey’s Grand National Assembly become law, the lowest salary for civil servants, including family allowance, will increase from 11,848 lira to 22.17 lira. While the salaries of civil servants will increase by 19.77 percent, there will also be a net salary increase of 8,077 lira.
With the new regulation, the salary of 1/4 grade teachers will increase to 26 thousand 654 liras, the salary of 1/8 grade policemen will increase to 29 thousand 525 liras and the salary of medical specialists of 1/4 degree will increase to 54 thousand 959 lire.
The salary increase for public servants that will take place in the second half of the year raised the temporarily high expectations of millions of people who work in the private sector. The number of people saying “I wish I was a civil servant” has increased with the recent salary increases.
NUMBER OF DUPLICATE OFFICERS
When the AKP came to power, it wanted to create a more efficient structure by reducing the state and cutting costs.
Public enterprises would be sold, workers would be employed by the private sector, powers gathered at the center would be transferred to the local, and the number of permanent officials would be reduced.
In 2003, the number of people working in the public sector in Turkey was 2,187,599.
Looking at the data from the Presidency of Strategy and Budget, the number of people employed in the public sector has increased to 5 million 36 thousand 795 as of March 2023.
Back-to-back elections in years when the economy was beginning to slow caused the number of public employees to increase by more than 1.5 million since 2013.
Seeking to reduce the size of the state when it came to power in 2002, the AKP has increased the number of its public sector employees by more than 100 percent in the intervening 20 years.
ONE IN 6 PEOPLE IS IN PUBLIC
Considering that there are 30 million people employed in Turkey, it is observed that one in 6 people works in the public sector.
3 million 419 thousand 727 people employed in the public sector work in public administrations in the field of general budgets.
WORKFORCE EXCEEDED 3 MILLION
At the end of March 2023, 3 million 146 thousand 213 of public employees are permanent and 566 thousand 68 are hired. 1 million 161 thousand 493 people are permanent workers. There are 55,427 workers temporarily employed.
The number of people employed at the Council for Higher Education (YÖK), universities and high-tech institutes increased to 311,447.
In other administrations with special budgets, the number of those who were employed by 2021 was 95,458.
While the number of employees in social security institutions was 42,530, the number of employees in revolving funds and deposit funds was 242,941 in this period.
In the same period, the number of personnel in other public administrations was 6,475.
It increased to 95 thousand 158 in Public Economic Companies, 11 thousand 320 in special provincial administrations, 193 thousand 512 in municipalities and 573 thousand 776 in municipal economic companies.
