The Implementation Statement of the Ministry of Agriculture and Forestry on “Support for the Charge for Water Use Service for Agricultural Irrigation” was published in the Official Gazette.

With the Presidential Agreement to Support the Water Use Service Fee for Agricultural Irrigation Purposes, it was decided to support 50 percent of the producers’ water use service fees.

With the Communiqué, the procedures and principles related to the maintenance of the rates of the water use service of the farmers dedicated to agricultural production in the irrigation fields operated by the unions and cooperatives of irrigators were regulated this year.

Accordingly, the conditions will be sought so that the producers who will benefit from the support are registered in the Farmer Registration System (ÇKS) and are compatible with the data on the payment of the support and the data of the ÇKS system.

Producers registered with irrigation unions must have paid 50 percent of the water use service fee during the production season according to the payment schedule and have submitted a request to the union with a letter of consent to ensure that 50 percent of the water use service fee is transferred to the account of the irrigation union.

Producers registered with the irrigation cooperative are also required to have paid the entire water use service fee during the production season in accordance with the payment schedule announced by the irrigation cooperatives within the period and have requested the cooperative with documents issued in the name of the producer declaring that they have paid the entire fee for the water use service.

THE MINISTRY WILL PAY

The summaries prepared for the remaining 50 percent of the water use service fee will be sent to the Ministry within the first week of June, August, October, and December for payment. The Ministry will make the payments within the budgetary possibilities.

No more water will be loaded than the amount calculated according to the irrigation water requirement of the plant to be determined according to the irrigation water requirement of the farm per unit area of ​​the plant irrigated by the irrigator union or irrigator cooperative. , for use of pre-loaded and prepaid electronic card counters.

In cash payments from farmers, 50 percent of the water use service fee will be paid by the water user producer to the irrigator union, and this amount will be included in the summary of the first payment installment that The Ministry will carry out the irrigation union on behalf of the producers. The settlement will be made based on the water use service fee accrued by the irrigators union with subsequent measurement studies, depending on whether it is higher or lower.

Once the control, suspension, objection and evaluation processes have been completed, the provincial or district offices will approve the icmals and send them to the Ministry until the end of the working day on November 17, 2023.

The icmal, suspension, control and approval processes related to the payment requests that may be submitted until December 31, 2023 for the water use service fee will be determined by the corresponding units, approved after the completion of the works. and necessary transactions and sent to the Ministry until the end of the working day on February 9, 2024.

The farmer who requests this support will accept that the payment of the support is made in accordance with the procedures and principles determined by the Ministry. The payments will be made to the accounts opened or to be opened in the name of the farmers in the corresponding branches of the bank.
