IMM announced one by one: The damage suffered by the public is approximately $4.9 billion

Istanbul Metropolitan Municipality (IMM) Deputy Secretary General Buğra Gökce shared a series of posts on his social media account.

Stating that the damage to the public over the Yavuz Sultan Selim Bridge, Osmangazi Bridge, Eurasia Tunnel and Çanakkale Bridge is approximately $4.9 billion, Gökce used the following statements:

* “In four sample projects; Vehicle pass guarantee: 105 million 102 thousand vehicles. Average number of vehicles last year: 35 million 570 thousand. A contribution fee is paid for vehicles that pass over the bridges, and all fees for those that do not are covered by the public budget.

* There are two important points that need to be underlined. In our country, the projects carried out with the Public Private Association have caused a great cost to the citizens. The Yavuz Sultan Selim Bridge and Eurasia Tunnel can be reconstructed at a cost of $4.9 billion.

* There is a significant difference in the calculations made in the vehicle passage guarantees. Almost 3 times more commitment has been made than the number of vehicles using these bridges and highways. This indicates a lack of planning and an inefficient use of resources.

“CAUSES OF THE UNPRODUCTIVE USE OF PUBLIC RESOURCES”

* The sample projects show us that the projects known as build-operate-transfer or public-private cooperation are not based on good calculations, they make the public spend more resources and cause inefficient use of public resources.

* So what to do? Turkey should prioritize investments in an integrated transport and logistics infrastructure with ports and railways. An environmentally friendly, high-tech transportation industry must be established, and it must gain power to export goods, services and technology.

* The main logistics centers in the railway network and road network of our country must be developed. The share of railways in intercity transport should increase. The increase in types of shared, active and joint trips within transport services should be supported.

* A central transport authority related to urban transport should be established and economic initiatives for the design and construction of public transport infrastructure, especially rail systems, should be established. A public financing framework for disaster resilient infrastructure should be enacted.

“REGULATIONS MUST BE IMPLEMENTED QUICKLY”

* Turkey must produce smart urban infrastructure based on clean energy, generating advanced technology opportunities, and our private sector must be supported in this field until it has the power to implement them worldwide.

* Climate finance options need to be developed quickly, legal and administrative regulations need to be put into effect quickly for climate finance opportunities in transportation infrastructure and renovation of urban public transportation services in Turkey.

* In line with the principles of public planning, the model of feasibility and adequate financing and the models of cooperation with the private sectors must be evaluated. Along with all this, our basic transport infrastructure and road network must be rehabilitated, and an investment program must be prepared according to the needs.

* Just like in Istanbul, it is possible to develop our transportation infrastructure by using our resources correctly and by diversifying our transportation infrastructure with more efficient use of resources. If we take reason and science as the basis, Türkiye can solve all its problems.”
