New regulation for social networks

The Information and Communications Technology Authority has determined the procedures and principles for social network providers such as Twitter, Instagram, Facebook, etc.

Some of the obligations brought by the sentence prepared on the basis of the Law for the Regulation of Emissions Made over the Internet and the Fight against Crimes Committed Through These Emissions of 2007 are the following:

• The network provider hosts the data of Turkish users in Turkey.

• In case the social network provider finds out about the content that endangers the safety of life and property, and if it is inconvenient to delay it, share this content and the information about the creator of the content with the authorized police units .

• The institution may request any clarification from the network provider, including organizational structure, information systems, algorithms, data processing mechanisms and commercial attitudes.

• The information necessary to reach the perpetrators who create or disseminate content on the Internet subject to crimes of espionage in the TPC, sexual abuse of children, public dissemination of misleading information, disturbance of the unity and integrity of the state, the constitutional order and the functioning of this order, the Public Ministry in the investigation stage, is handed over to the judicial authorities by the representative of the relevant social network provider in Turkey at the request of the court during the prosecution phase.

• In case of non-compliance with the obligation to inform the judicial authorities, the prosecutor can request the court to reduce the Internet traffic bandwidth of the social network provider by 90 percent.

• In the event of a limitation decision, the access providers comply with it within a maximum period of 4 hours.

• The foreign social media provider, which has more than ten million daily hits from Turkey, is obliged to appoint at least one natural or legal person as a representative in Turkey.

• You are required to respond to requests made by social media providers who have access to more than a million in Turkey.

• The network provider provides a Turkish language option for the applications.

• The network provider notifies the institution in semi-annual periods of reports prepared in Turkish, which contain statistical and categorical information on the implementation of the decisions to remove content and/or block access that it notifies, and the requests that must be made by the individuals. .

• The network provider is responsible for creating an ad library that contains the ads it serves.

• The network provider takes steps to provide specific differentiated services for children.
