Principles for raw milk support payments have been determined

The Ministry of Agriculture and Forestry has determined the procedures and principles regarding support payments for raw milk.

The Implementation Statement of the Ministry of Support for Raw Milk and Regulation of the Milk Market entered into force on January 1, after being published in the Official Gazette.

With the Communiqué, the procedures and principles related to the support payments included in the Decree on Support for Raw Milk to be Carried Out in the Years 2023-2024 and the Milk Market Regulation, which was put into effect by Presidential Agreement. certain.

THE NECESSARY RESOURCES WILL BE FOUND FROM THE APPROPRIATION IN THE BUDGET

Consequently, the necessary resources to support raw milk and the regulation of the milk market will be covered with the budget item destined to support livestock. It will be paid through the bank after the transfer of the necessary money by the Ministry.

Raw Milk Support, which sells the raw milk it produces to milk processing plants, in exchange for an invoice/electronic invoice/electronic file invoice/producer receipt/electronic producer receipt, through the organization of producers or breeders or their associations in which they have a share of more than 50 percent and breeders who are members of a producer-breeder organization that registers monthly in the Milk Registration System (BSKS) database of the Ministry.

Producers who convert their raw milk into dairy products through producer organizations within the scope of milk market regulation will also benefit from the support. The support will be based on the amount of milk equivalent to 1 kilogram of dairy product.

ANIMALS MUST BE REGISTERED WITH TÜRKVET

The companies that will benefit from the support for raw milk and the animals from which the milk is obtained must be registered with TÜRKVET.

Compliance with the provisions of current legislation will be verified in milk refrigeration tanks, milk collection centers and milk filling facilities.

In support of raw milk, the producer-breeder organizations that cause grievances to the breeder for not complying with the mandate, duties and responsibilities granted to the producer-breeder organizations in a timely manner will be responsible for eliminating the grievances.

Since the alimony payments in the Communiqué are public resources, there will be no foreclosure, assignment and similar operations before they are transferred to the right holder’s account.

Manufacturers who are unfairly benefited from support payments, except for payments made with documents issued as a result of administrative errors, will not be able to benefit from any support program for 5 years. (AA)
