Tender date set for Melen Dam
The projects for the Melen dam, which was developed in Sakarya to solve Istanbul’s water problem, were approved in 2011 by the General Directorate of State Hydraulic Works during the ministry of Veysel Eroğlu. Its construction began in 2012.
It was scheduled to be completed in 2016, but cracks formed in the body of the dam to prevent water retention. When İBB President Ekrem İmamoğlu took office, he investigated the construction of the dam in 2019 and once again put the construction on the agenda.
So, DSI held a tender for 412 million 151 thousand 148 TL in 2020 for the reinforcement construction. Construction started, but while the completion rate was around 10 percent, the company decided to liquidate the project due to unexpected price increases. On July 8, 2022, the work was stopped.
NEW TENDER FOR PROJECT REVIEW
Finally, DSI Dams and HEPP Department had invited candidates with sufficient experience to submit a pre-qualification application for the consulting service of “Construction of the Revised Melen Dam Rehabilitation Project” on January 11, 2023. DSI, which completed its evaluation after the applications, invited the candidates whose qualifications were determined to submit proposals on March 17, 2023. On that day, a competitive bidding process will be held “among certain bidders” for the Melen Dam modernization project. An expert report is currently awaited in the lawsuit filed by the General Directorate of İSKİ for the determination of damages caused by the fact that the Melen dam could not be completed within the established deadlines.
TABLE: TO BE COMPLETED IN 488 DAYS
The revision of the reinforcement project according to the technical specification will be completed in 488 days from the date of start of the works. Existing retrofit projects will be reviewed within the scope of work. The slip safety analyzes will be repeated separately. As a result of the evaluations, reinforcement projects or alternative methods for the structures in question will be determined. The roads to be used during the construction of the dam and the roads of the villages affected by the lake area of the dam will be projected.
