It turned out that two large tenders were held in two days in a row for the “Business Association” established by Egemen İnşaat and Ocean Energy, which has recently become one of the AKP’s favorite contractors.
Egemen İnşaat and Ocean Energy were specially invited to tenders held two days in a row by TOKİ, a subordinate of the Ministry of Environment, Urbanization and Air Conditioning.
SÖZCÜ announced the tender for the urban transformation project, which was awarded to this association for 1 billion 328 million lira on November 30, 2022, on January 12.
It was revealed that Egemen İnşaat-Okyanus Energy Business Partnership received a huge offer with the offer, which was secretly held on November 29, the day before, without announcing to anyone.
8 contractors were invited to bid for the urban transformation project covering 527 residences and 11 shops in Istanbul Yeni Mahalle.
INSURANCE NO DISCOUNT
The bidding was carried out with the “21b Negotiation Procedure”, which became the means to award the tender to the firm that wanted, instead of the “Open Procedure”, which allows for competition and all companies can participate.
Since only selected contractors participated in the tender, there was no competitive environment. Normally, in a competitive environment, large public interest discounts could be given on the approximate cost, but in this tender, the approximate cost was unusually exceeded.
For the project, the cost of which was estimated at TL 680 million 581 thousand 479, no discount could be provided for public benefit. The work was awarded to Egemen İnşaat and Ocean Energy, who offered 698 million 450 thousand TL.
